The Philippine capital ranked 85th out of 100 cities, from 83rd in 2025, as its index value fell to 50 from 57.

ArcadisInternational Construction Costs report compares construction costs across 100 major cities on six continents. The index covers 20 residential, commercial, and public sector building types, drawing on a survey of construction costs, a review of market conditions, and the professional judgment of Arcadis, a global design, engineering, and management consulting company based in Amsterdam, the Netherlands. Among the 16 selected East and Southeast Asian cities, Manila was the 10th cheapest city for construction in the region.
